COVID-19 Emergency Rental Assistance Program
Eligibility Requirements
TENANTS AND LANDLORDS MUST WORK TOGETHER.
TENANT AND LANDLORD MUST SIGN CITY "EMERGENCY RENTAL ASSISTANCE PROGRAM" AGREEMENT AND ADDITIONAL DOCUMENTS.
PROPERTY MUST BE INSPECTED FOR "LEAD PAINT" HAZARDS AND PROPERTY MUST BE FREE OF LEAD PAINT HAZARDS TO RECEIVE ASSISTANCE. (required for units built prior to 1978 and where a child age 6 and under resides.)
TENANT ELIGIBILITY REQUIREMENTS
At a minimum, qualified applicants must meet the following:
Renting a home in Encinitas with a written lease agreement with the property owner.
Household income or wages significantly reduced or lost due to COVID-19.
Becoming unemployed/underemployed due to COVID-19 does not automatically guarantee assistance.
Eligibility is based on total income of all household members and household size.
Documentation is required to confirm eligibility.
Please review this checklist to help prepare all necessary documents/information to fill out the application .
Current household income is at or below 80% of the San Diego Area Median Income.
LANDLORD REQUIREMENTS
At a minimum, the landlord must agree to the following:
Complete and provide a W-9 to the City of Encinitas.
Must authorize the City to make a rental payment.
Must agree to:
Allow for the inspection of the rental unit for Lead Paint Hazards. (Required for units built prior to 1978 where a child age 6 and under is residing.); and
Stabilize lead-based paint identified as chipped/flaking, etc.
