COVID-19 Emergency Rental Assistance Program

Eligibility Requirements

Tenant HOUSEHOLD income, must be negatively affected by COVID-19 and current HOUSEHOLD income (affected by COVID-19 restrictions) must be less than 80% of the San Diego County Area Median income limits. (see chart below)

TENANTS AND LANDLORDS MUST WORK TOGETHER.

  • TENANT AND LANDLORD MUST SIGN CITY "EMERGENCY RENTAL ASSISTANCE PROGRAM" AGREEMENT AND ADDITIONAL DOCUMENTS.

  • PROPERTY MUST BE INSPECTED FOR "LEAD PAINT" HAZARDS AND PROPERTY MUST BE FREE OF LEAD PAINT HAZARDS TO RECEIVE ASSISTANCE. (required for units built prior to 1978 and where a child age 6 and under resides.)

TENANT ELIGIBILITY REQUIREMENTS

At a minimum, qualified applicants must meet the following:

  • Renting a home in Encinitas with a written lease agreement with the property owner.

  • Household income or wages significantly reduced or lost due to COVID-19.

  • Becoming unemployed/underemployed due to COVID-19 does not automatically guarantee assistance.

  • Eligibility is based on total income of all household members and household size.

  • Documentation is required to confirm eligibility.

  • Please review this checklist to help prepare all necessary documents/information to fill out the application .

  • Current household income is at or below 80% of the San Diego Area Median Income.

LANDLORD REQUIREMENTS

At a minimum, the landlord must agree to the following:

  • Complete and provide a W-9 to the City of Encinitas.

  • Must authorize the City to make a rental payment.

  • Must agree to:

    • Allow for the inspection of the rental unit for Lead Paint Hazards. (Required for units built prior to 1978 where a child age 6 and under is residing.); and

    • Stabilize lead-based paint identified as chipped/flaking, etc.
